Bernanke defends Fed's low-interest-rate policies

(AP) ? Chairman Ben Bernanke is defending the Federal Reserve's low-interest rate policies and seeking to calm fears that super-low rates risk igniting inflation or rattling investors.

Bernanke said Friday that any Fed move to raise rates prematurely could derail what is still a modest U.S. economic recovery. The central bank's low-rate policies are intended to encourage borrowing and spending to boost the economy. Higher rates would make borrowing more expensive.

Bernanke said the Fed's policies mirror what other central banks around the world are doing.

"Long-term interest rates in the major industrial countries are low for a good reason: Inflation is low and stable and, given expectations of weak growth, expected real short rates are low," he said.

"Premature rate increases would carry a high risk of short-circuiting the recovery, possibly leading ? ironically enough ? to an even longer period of low long-term rates," he said.

His comments, which amplified testimony he gave to Congress this week, were delivered in San Francisco to an economic conference sponsored by the San Francisco Federal Reserve Bank.

Critics, including some Fed regional bank presidents, have expressed concerns that the Fed may be raising the risk of financial instability by pursuing its current program of purchasing $85 billion per month in Treasury bonds and mortgage-backed securities to drive long-term interest rates down farther.

These bond purchases represent the third round of a program known as quantitative easing. They have driven the size of the Fed's asset holdings above $3 trillion and raised fears that by inflating the money supply, the Fed is raising the risk of future runaway inflation. There are also worries that by keeping interest rates at ultra-low levels the Fed could create bubbles in assets such as stocks.

As he did in his appearance before House and Senate committees this week, Bernanke sought to provide reassurance that the central bank is closely monitoring developments in financial markets to guard against such risks.

In his speech, Bernanke said that based on current economic forecasts long-term interest rates are expected to rise only gradually in the next several years. He said that under these forecasts, long-term rates for 10-year Treasury bonds might rise by between 2 and 3 percentage points between now and 2017. The 10-year Treasury is currently trading around 1.9 percent.

But Bernanke also referenced a time in the past when the Fed began tightening credit and rates rose more rapidly. He said in 1994 the yield on the 10-year Treasury rose more than 2 percentage points in just 12 months.

He said this increase reflected an unexpected acceleration in the pace of economic growth and signs of building inflation pressures.

Bernanke said such a big increase in one year was at the "upper end" of what private forecasters are predicting could happen when the Fed begins tightening interest rates this time. And he said the Fed's ability to communicate its future moves to markets have improved considerably since 1994.

By providing greater clarity about the future course of interest rates, Bernanke said the Fed's improved communication efforts should reduce the risk that market misperceptions about the Fed's intention "would lead to unnecessary interest rate volatility."

The Fed said at its January meeting that it will not halt its bond buying until it has seen a substantial improvement in the labor market.

In December, it set a goal of keeping its key short-term interest rate near zero until unemployment has fallen below 6.5 percent. Unemployment in January stood at 7.9 percent and many economists believe it will not drop below 6.5 percent until late 2015 at the earliest.

The Fed's low interest rate policies were approved on an 11-1 vote at the January meeting, although minutes of those discussions showed that a minority of Fed officials expressed concerns about the current level of the bond purchase program.

However, Bernanke's appearances before Congress this week and in his Friday speech sent a strong signal that he still believes the low-rate policies are needed to provide support for an economy still burdened by high unemployment.

(AP) ? The Los Angeles Angels renewed the contract of AL Rookie of the Year Mike Trout for $510,000, prompting an angry response from the outfielder's agent.

Craig Landis said his client was disappointed with the decision announced Saturday. The salary is $20,000 above the major league minimum.

"During the process, on behalf of Mike, I asked only that the Angels compensate Mike fairly for his historic 2012 season, given his service time," Landis said in a statement. "In my opinion, this contract falls well short of a 'fair' contract and I have voiced this to the Angels throughout the process. Nonetheless, the renewal of Mike's contract will put an end (to) this discussion."

Trout has 1 year, 70 days of major league service and is likely to be eligible for arbitration after the 2014 season and for free agency after the 2017 World Series. Teams can renew the contracts of unsigned players on their 40-man rosters from March 2-11

"Mike, himself, does not wish to comment on this matter," Landis said. "As when he learned he would not be the team's primary center fielder for the upcoming season, Mike will put the disappointment behind him and focus on helping the Angels reach their goal of winning the 2013 World Series."

Speedy Peter Bourjos is set to be the Angels' primary center fielder, flanked by Trout in left and 2010 AL MVP Josh Hamilton in right.

Trout had a $482,500 salary last year, when he finished second to Detroit's Miguel Cabrera in AL MVP voting. Trout hit .326 with 30 homers and 83 RBIs, and led the majors with 129 runs and 49 steals.

He also earned a $10,000 bonus for winning Rookie of the Year.

Los Angeles also agreed to one-year deals with 21 players, including Bourjos and Mark Trumbo.

Obama chides GOP for killing plan to address cuts

(AP) ? President Barack Obama is chiding Senate Republicans for blocking a Democratic plan to replace automatic spending cuts that are set to kick in Friday.

Senate Republicans objected to $55 billion worth of new taxes in the Democratic plan. It would have replaced the cuts with tax increases on millionaires and spending reductions over 10 years.

Obama says Republicans chose to cut services for kids, older people and the military rather than close loopholes for the rich. He says Republicans want the middle class alone to pay for deficit reduction.

Republicans floated their own plan to give Obama more flexibility to find $85 billion in spending cuts this year. Democrats and tea party Republicans killed that plan Thursday.

Obama and congressional leaders are to meet Friday to discuss potential ways ahead.

Online Radio Service TuneIn Adds Recommendation Engine And Google+ Sign-In Integration

TuneIn_logoTuneIn, the popular online radio service that lets users listen to over 70,000 radio stations from around the world, just announced the launch of TuneIn Live, the company’s new service for helping listeners discover new audio content. Using the data it gathers from its over 40 million monthly users, TuneIn is now able to provide its users with personalized recommendations based on the stations, songs and artists they listen to. This, TuneIn’s Director of Product Kristin George tells us, means the service can now “recommend stations that just started playing something new in each genre every few seconds.” George also stressed that “this is just the beginning.” It took TuneIn about seven months to build this new technology into its service and ” it is now allowing discovery to happen on a level we only dreamed about.” Having 70,000 stations and more than 2 million on-demand programs in its directory, TuneIn CEO John Donham wrote in a statement today, meant that the company’s “biggest opportunity has been discovery,” but the large amount of content was also “a lot for anyone to digest.” The new discovery engine is now available on the company’s website and in its iPad app. It will arrive on the other major mobile platforms later this year. TuneIn was also a launch partner for Google’s Google+ sign-in launch yesterday. Now that it has integrated the new Google+ login system, TuneIn will allow its users to set reminders for upcoming live events in Google Calendar (I’m not sure how much demand for appointment radio listening there really is, but I could imagine sports fans may want to make sure they tune in to the right station when their team is playing, for example).
