Pope prays at Good Friday rite recalling Mideast

VATICAN CITY (AP) ? Pope Francis praised the "friendship of so many Muslim brothers" during the Good Friday procession that re-enacts Jesus Christ's crucifixion and this year was dedicated to the plight of Christians in the Middle East.

The nighttime Way of the Cross procession at Rome's Colosseum is one of the most dramatic rituals of Holy Week, when Christians commemorate the death and resurrection of Christ. With torches lighting the way, the faithful carried the cross to different stations where meditations and prayers were read out recalling the final hours of Christ's life.

This year, the meditations read out were composed by young Lebanese faithful. Many of the prayers referred to the plight of Mideast Christians and called for an end to "violent fundamentalism," terrorism and the "wars and violence which in our days devastate various countries in the Middle East."

Francis, who became pope just weeks ago, chose, however, to stress Christians' positive relations with Muslims in the region in his brief comments at the end of the ceremony.

He recalled Benedict XVI's 2012 visit to Lebanon when "we saw the beauty and the strong bond of communion joining Christians together in that land and the friendship of our Muslim brothers and sisters and so many others," he said. "That occasion was a sign to the Middle East and to the whole world: a sign of hope."

Before becoming pope, Francis was Cardinal Jorge Mario Bergoglio, and he long cultivated warm relations with Muslim leaders in his native Argentina.

It's been a slow week for MMA, but it's likely to pick up as we start an eventful April. In this last week of March, who was hot or who was not?

Hot ? Boston: According to a tweet from UFC president Dana White, the promotion is headed back to Boston, his hometown. Fox's new channel, Fox Sports 1, will get its first UFC event with this card, scheduled for Aug. 17.

Not ? Commissions: First, Nick Diaz's camp said his weigh-in at UFC 158 was mishandled by the commission in Quebec. Then, Andrei Arlovski's camp said there was a timing error at the World Series of Fighting 2 card that caused Arlovski to take extra damage. Jung informed GSP, and much of the MMA world, about the symbolism behind the Rising Sun that the welterweight champion wore on his gi for UFC 158. GSP and Hayabusa, the company behind the gi quickly apologized. Jung handled the situation with quiet courage, and used it as a teachable moment. It was an impressive moment for both TKZ and GSP.

Not ? Tito Ortiz: The retired UFC legend is now working as the manager for Cristiane "Cyborg" Santos, and he has a plan. Santos is fighting on next weekend's Invicta card, and he wants her to fight her next few fights in Invicta. Then on New Year's Eve, Ortiz wants Santos, who won't move down to bantamweight, to fight UFC women's bantamweight champion Ronda Rousey in the UFC.

"Cris has shown in Strikeforce, why she's so dominant, why women are afraid of her. She has three fights with Invicta, she will be the world champion and she will walk away a world champion. Like I said, New Year's Eve, let's make a super fight. Forget the title. Champion vs. champion, who cares about the title?"

That's a nice plan if you forget that Rousey has said she doesn't want to move up in weight, or that most of her 2013 is set. She will coach against the winner of Cat Zingano and Miesha Tate in the next edition of "The Ultimate Fighter."

My Article on Green Building Design for Washingtonian Magazine

I was excited to see my story on green building in the new April issue of Washingtonian, which landed on our doorstep earlier this week:

I learned so much writing this story?I think I interviewed close to two dozen people trying to figure out the best angle. The bottom line: There are more and more architects and builders who are specializing in green design and construction, just as building codes are starting to require more environmentally friendly features in new construction.

The article has some gorgeous photos in it, but because real estate is tight in a magazine, they obviously couldn?t fit them all in. So I wanted to post more images of these lovely, super-green homes.

The opening page shows a gorgeous green remodel in Bethesda by Gardner Mohr Architects. The Liuzzos, who own the house, also showed immensely good taste by hiring Jennifer Gilmer to do their kitchen. Gilmer, by the way, lives nearby and hired Amy Gardner to renovate her own house.

Paul and Heather Haaga commissioned Rill to build this house next to one they?ve owned for a long time, to accommodate their children and grandchildren. Because they anticipate being here forever, they didn?t skimp on beautiful Arts & Crafts detailing throughout, in addition to the green building features, including a geo-thermal heating and cooling system?obviating the need for outdoor HVAC machines, which are much more inefficient, and rust quickly in the humid, salty air.

The third house in the article belongs to Dr. Don Wright and his wife, Dr. Kathryn Palmer, in the Palisades section of Northwest DC. They had purchased the house a long time ago, but it was old, and so inefficient that there were rooms upstairs they never used, because they were too hot in the summer and too cold int he winter. A new, totally green renovation by Chryssa Wolfe and Jake Hanlon of Hanlon Design Build fixed all that.

Multiple moves found harmful to poor young children

Mar. 28, 2013 ? Poor children who move three or more times before they turn 5 have more behavior problems than their peers, according to a new study by researchers at Cornell University and the National Employment Law Project. The study is published in the journal Child Development.

Moving is a fairly common experience for American families; in 2002, 6.5 percent of all children had been living in their current home for less than six months. Among low-income children, that number rose to 10 percent. In addition, in 2002, 13 percent of families above poverty moved once, but 24 percent of families below poverty moved. Research has shown that frequent moves are related to a range of behavioral, emotional, and school problems for adolescents.

Using national data on 2,810 children from the Fragile Families and Child Wellbeing Study, a longitudinal, representative study of children born in 20 large U.S. cities between 1998 and 2000, researchers sought to determine how frequent moves relate to children's readiness for school. Parents were interviewed shortly after the birth of their children, then again by phone when the children were 1, 3, and 5; in-home assessments were done when the children were 3 and 5. The study also looked at the children's language and literacy outcomes, as well as behavior problems reported by mothers.

The study found that 23 percent of the children had never moved, 48 percent had moved once or twice, and 29 percent had moved three or more times. Among children who moved three or more times before age 5, nearly half (44 percent) were poor; poverty was defined based on the official federal threshold. Moving three or more times was not related to the children's language and literacy outcomes.

But children who moved three or more times had more attention problems, anxiousness or depression, and aggressiveness or hyperactivity at age 5 than those who had never moved or those who had moved once or twice. These increases in behavior problems occurred only among poor children, the study found, suggesting that frequent moves early in life are most disruptive for the most disadvantaged children.

"The United States is still recovering from the great recession, which has taken a major toll on the housing market," notes Kathleen Ziol-Guest, postdoctoral associate at Cornell University, who led the study. "As housing markets have collapsed across communities, highly mobile low-income families have moved in search of work and less expensive housing.

"The findings in this study suggest that the housing crisis and its accompanying increase in mobility likely will have negative effects on young children, especially poor children."

Newtown gunman had access to huge weapons cache

NEWTOWN, Conn. (AP) ? When Adam Lanza walked out of his house for the last time, he left behind firearms and knives and more than 1,600 rounds of ammunition ? taking only four guns. They would suffice.

He loaded the weapons into his car, drove to Sandy Hook Elementary School, blasted his way into the building and within five minutes fired off 154 shots with a Bushmaster .223-caliber rifle. Having murdered 20 first-graders and six educators, he killed himself with a final, single shot from a Glock handgun. He still had more than 100 rifle bullets at hand.

Warrants released Thursday provide the most insight to date into the world of the 20-year-old gunman, a recluse who played violent video games in a house packed with weaponry that was all too real. The inventory of items taken from the spacious, colonial-style home included books on autism, a vast array of weapon paraphernalia, and images of what appears to be a dead person covered with plastic and blood.

The weapons used in the shooting had all apparently been purchased by Lanza's mother, Nancy, with whom he lived, said prosecutor Stephen J. Sedensky III, in a statement accompanying the warrants.

She was found dead in her bed; Adam Lanza had shot her the morning of the massacre, Dec. 14. Authorities also found a holiday card from Nancy Lanza containing a check made out to her son for the purchase of yet another firearm.

Connecticut Gov. Dannel P. Malloy expressed incredulity over the access that the troubled young man had to a cache of weapons.

"There are parts of this story that are unfathomable," he said. "How anyone would have maintained that household that way is difficult to understand."

Mark Barden, whose 7-year-old son Daniel was killed at Sandy Hook, said he was not surprised by anything revealed Thursday.

"Most of this is pretty high level stuff that we were aware of already and it just reminds me of what happened, that a gunman stormed his way into an elementary school and shot to death 26 people, 20 of which were first-grade boys and girls," Barden said.

The shooting elevated gun safety to the top of President Barack Obama's agenda; at an event in Washington on Thursday, joined by the families of four children killed at Sandy Hook, he urged lawmakers not to get "squishy" in the face of opposition to gun control.

"Shame on us if we've forgotten," Obama said. "I haven't forgotten those kids."

The debate has extended to Newtown, a rural community of 27,000 people in western Connecticut which is also home to the National Shooting Sports Foundation. A protest and counter-protest were scheduled outside the foundation's offices Thursday.

If it's possible to determine a motive for the massacre, there may be clues in Adam Lanza's journals, which state police seized from the house and turned over to the FBI for analysis. But authorities say that so far no conclusions have been reached. Sedensky estimated the investigation will be finished this summer.

At the Lanza house, investigators found books about autism and Asperger's syndrome, as well as one with tabbed pages entitled: "Train Your Brain to Get Happy." Adam Lanza was said to have been diagnosed with Asperger's.

But the warrants also reveal an intense interest in weaponry and violence.

A gun locker in Lanza's bedroom was open when police arrived at the house in the aftermath of the shootings, and there was no sign it had been broken into.

Investigators found a 7-foot pole with a blade on one side and a spear on another, a metal bayonet, three samurai swords, a .323-caliber bolt-action rifle, a .22-caliber Savage Mark II rifle and a .22-caliber Volcanic starter pistol. There was a military-style uniform in Lanza's bedroom; literature seized from the house included a news article on a 2008 shooting at Northern Illinois University and a National Rifle Association guide to pistol shooting.

In a duffel bag, investigators found ear and eye protection, binoculars, numerous paper targets and an NRA certificate that belonged to Adam Lanza. The NRA said Lanza was not a member.

An unnamed person told investigators that Lanza was an avid gamer who played "Call of Duty" and rarely left his home. The affidavit, which is partially blacked out, also has that person saying that Sandy Hook, the school Lanza attended as a child, was his "life."

On the day of the massacre, Lanza took two loaded handguns to the school along with the Bushmaster rifle. A fourth gun, a loaded 12-gauge Saiga shotgun, was found in the passenger compartment of his Honda Civic, along with 70 shotgun rounds.

Lanza went through six 30-round magazines for the Bushmaster, although half of them were not completely empty, and police said he had three other 30-round magazines in addition to one that was in the rifle.

A judge's order to seal the warrants expired on Wednesday, and a Danbury Superior Court judge granted a request by Sedensky to withhold some details. Sedensky asked to redact the name of a witness, saying the person's safety might be jeopardized if the name were disclosed. He also asked that the release not include other information such as telephone numbers, serial numbers on items found and a few paragraphs of an affidavit.

Malloy, a Democrat in his first term as governor, said the fact that Lanza left smaller magazines at the house should boost support for a state ban on high-capacity ammunition magazines.

"That somebody could get 154 shots off in less than five minutes, kill 20 children and six adults, is disturbing," Malloy said.

Connecticut House Minority Leader Lawrence Cafero Jr., a Republican, said he expects the General Assembly will be ready to vote next week, possibly Wednesday, on a package addressing gun control and other issues raised by the shooting.

The Colorado Springs Metro Crime Lab has determined the gun used by former inmate Evan Ebel was the same one used in the shooting death of Tom Clements, director of the Colorado Department of Corrections. NBC's Brian Williams reports.

Investigators found bomb-making materials, a mask, duct tape and even surveillance cameras in the car of the now-dead suspect in the killings of Colorado prisons chief Tom Clements and pizza delivery driver Nathan Leon.


The description of the found items come from a document ? an evidence recovery log ? that details what was recovered from Evan Spencer Ebel?s black 1991 Cadillac Deville when officers went to investigate.

The document was released by the Wise County Clerk's office on Tuesday and obtained by NBC affiliate KUSA.

Ebel, 28, was killed last Thursday in a gun battle with police after a high-speed chase in Decatur, Texas.

He is suspected of shooting Clements, executive director of the Colorado Department of Corrections, as he opened the door to his home near Denver a week ago.

Police also believe Ebel ? a paroled convict who joined a white supremacist group while in prison ? shot and killed Leon on March 17 in order to use his pizza delivery uniform as disguise to approach Clement?s home without suspicion.

Found in the trunk of the car and stuffed inside a black backpack were maps, bomb-making instructions, handwritten directions, letters to "Nate," a Colorado ID card, a Visa debit card, photographs and a plastic bag containing sunglasses and a mask.?

It was unclear if the letters were related to the slain pizza delivery man. "We don't know who Nate is," Wise County Sheriff David Walker told the Denver Post.

A cooler was also found in the trunk of the car. It contained tan pants with ?apparent blood? and a tan jacket, according to the document. Other items included zip ties, a Domino?s ?heatwave? pizza-delivery bag, a Domino?s pizza box, a Domino?s shirt, a Domino?s visor, and a digital-voice recorder.

Many of the items recovered by Texas investigators were sent to the El Paso County Sheriff's Office and the Denver Police Department, according to the document.

Ebel?s mother, Jody Mangue, wrote that her son ?drifted into a dark period? after the death of his 16-year-old sister in a car crash in 2004.

The evidence appears to be mounting that a Colorado prison parolee, killed in a shootout this week in Texas, may have been involved in the brazen murder of the head of Colorado's prison system. NBC's Kristen Dahlgren reports.

Gmail update for iOS brings swiping between messages without returning to your inbox

Google has updated said app for the iPhone and iPad to enable swiping between messages without the need to return to the main repository. Version 2.1 also makes wrangling multiple emails at the same time a bit easier. When a message is selected, edit mode kicks into gear for archiving, deleting and other essential tasks via a novel actions bar atop the UI. Swipe over to that iTunes link in order to grab the goods for your device of choice.

'Breaking Bad' script stolen from Cranston's car

"Breaking Bad?s" tightly guarded secrets could come to light before the series returns this summer.?

Star?Bryan Cranston?reported a theft on March 1, alleging that someone broke his car window and snatched a shoulder bag containing an iPad and his "Breaking Bad"?script, according to Albuquerque?s ABC affiliate,?KOAT-TV.

Court documents obtained by?ABCNews.com?reveal that one of Cranston?s employees,?Taryn Feingold, was contacted by a confidential informant, who reportedly overheard a man at a local bar boasting about how he broke into a vehicle in the Sandia Mountain Range. He then reportedly showed his company ?some type of laptop or iPad,? according to the complaint, while ?describing how he also had a script from the 'Breaking Bad'?series.?

On Saturday, the Bernalillo County Sheriff?s Office arrested suspect?Xavier McAfee?for burglary, the complaint states.

The hit AMC series is currently wrapping up its final season with eight episodes remaining. Cranston, 57, plays high-school chemistry teacher Walter White, who becomes entangled in the world of meth dealing after being diagnosed with terminal cancer. A date has not yet been set for its return.

A rep for Cranston did not immediately return?The Hollywood Reporter's request for comment.

Researchers create hollow fiber optic cable, almost reach the speed of light

Fiber optic cables are usually made of glass or plastic but those materials actually slow down the transmission of light ever so slightly. Researchers at the University of Southampton in the UK have created a hollow fiber optic cable filled with air that's 1000 times faster than current cables. Since light propagates in air at 99.7 percent of the speed of light in a vacuum, this new hollow fiber optic cable is able to reach data speeds of 10 terabytes (!) per second. Now that's fast. While the idea isn't new, it's previously been hampered by signal degradation when light travels around corners. This new hollow fiber optic cable reduces data loss to a manageable 3.5dB/km, making it suitable for use in supercomputer and data center applications. Isn't science wonderful?

Automakers pitch in to help Detroit as state takeover begins

DETROIT (Reuters) - U.S. automakers joined other Michigan businesses on Monday in donating $8 million for new ambulances and police cars to Detroit as state-appointed emergency manager Kevyn Orr took over running the destitute city.

Bankruptcy attorney Orr slipped into city hall early on Monday before protesters opposed to his appointment had arrived to try to block his entrance. He later assured Mayor Dave Bing and city council members that he wants to collaborate with them in digging out of the city's financial hole.

"I acknowledged to the mayor that this is somewhat of a unique situation, and that we are going to work together as best we can to move forward to do what we can for the city," Orr said at a joint press conference with Bing.

Once the thriving birthplace of the auto industry and Motown popular music, Detroit has been in a long slide. It is the poorest big city in the nation and most of the 700,000 residents live in neighborhoods riven with crime and lacking basic services such as lighting, police and fire protection.

Michigan's Republican Governor Rick Snyder recruited Orr to clean up the finances of the city but his assignment is expected to extend beyond money.

Two hours after Orr's arrival, Bing announced the donation from the U.S. automakers. General Motors Co, Ford Motor Co, and Chrysler Group LLC, which have their headquarters in the Detroit area, joined Blue Cross Blue Shield of Michigan, Quicken Loans and other area companies in the effort, Mayor Dave Bing announced.

"This is an unprecedented collaboration between the business community and the mayor's office," said Bing at a press conference with business leaders and public safety officials.

The effort to fund the ambulances and police cruisers was led by Roger Penske, chief executive of Penske Automotive Group Inc, who appeared with Bing at a press conference.

Getting help from companies and foundations is key because Orr, a Washington, D.C.-based bankruptcy lawyer who worked on the Chrysler bankruptcy and restructuring in 2009, is unlikely to receive large amounts of money from the federal or state governments to bail out Detroit.

The companies donated money to a tax-exempt nonprofit that will in turn lease the vehicles to the city, and well as pay for their upkeep.

Joe Hinrichs, Ford's head of North and South America, said each of the three companies will provide roughly the same amount of 100 police cruisers, which Penske said would be delivered in 60 to 90 days.

Penske said the 23 ambulances will be on the streets in 120 to 150 days.

Bing said the city's current fleet of 23 ambulances is aging and prone to mechanical failures. Some have 250,000 to 300,000 miles on them and of the 23, four or five are out of service on any given day.

City officials have said that over the past three months as few as 10 to 14 ambulances are available at times for the city of 700,000 people and 143 square miles.

Some of the older ambulances and police cruisers will be retired once the new leased ones arrive.

On January 29, two children, ages 4 and 6, were unconscious after a fire consumed their west-side Detroit home. As firefighters tried to resuscitate the children, paramedics failed to arrive. So firefighters rushed the two children in a fire rig to the hospital. The 6-year-old died, and his brother barely survived.

Orr has said improving public safety is a top priority but he did not outline any specific steps on his first day.

He has said that he wants to avoid Detroit filing for bankruptcy, which would be the largest municipal bankruptcy in U.S. history.

A few dozen protesters gathered in front of Detroit's city hall on Monday, objecting to an unelected manager. So far, protests over the state takeover of Detroit have been sparsely attended and peaceful.

Senior bondholders face haircut in Cyprus

BRUSSELS (Reuters) - Senior bondholders in the Cyprus's Laiki Bank will be wiped out because the bank will be wound down, while senior bondholders in the Bank of Cyprus will also contribute to the recapitalization of the banks, euro zone officials said.

"Laiki bank will have to be resolved... so yes, senior bond holders, along with the others, will be wiped out there," the chairman of euro zone finance ministers, Jeroen Dijsselbloem, told a news conference.

"(Bank of Cyprus) needs to be recapitalized and the contribution to this recapitalization must come, inevitably, from senior bondholders, junior bondholders, shareholders and, to some extent, we don't know to what extent yet, also from uninsured depositors," he said.

Military expert gives talk

English military museum curator and educator Andrew Robertshaw will speak about the First World War when he is in London next month, at an even co-sponsored by the London Public Library and the 1st Hussars Museum.

Robertshaw, in Canada on a speaking tour, will be at the Wolf Performance Hall of the Central Library, 251?Dundas St. on April 12, at 7 p.m. The program is free.

Robertshaw is curator and manager of the Royal Logistic Corps Museum in Deepcut, England. He was previously head of education at the National Army Museum in London, England.

He is a consultant to the Belgian Association for World War Archaeology on the identification of Great War casualties. For the past 18 years, Robertshaw has been co-ordinating archaeological projects on the Western Front.

Robertshaw?s publications include three books on military history for young people, including A Soldier?s Life. His books for adults include 24 Hour Trench, a study of trench life and routine. He was as military consultant for the film War Horse.

Police, restaurant praised

On Sunday, we stopped for dinner at the Waltzing Weasel, one of our favourite spots in your city. Within a few minutes, someone alerted restaurant staff to a problem with a vehicle in their parking lot that turned out to be ours.

The business owners and staff were very helpful and would not take payment for our meal, against our wishes as it really had nothing to do with them.

The London police constables who attended also were very professional and helpful.

I also found Proof of Heaven a fascinating read. Eben Alexander explains in detail how it would have been physically impossible for him to have hallucinated this experience because his visual cortex, as well as other parts of his brain, were shut down.

Medieval feast planned

The Bach Music Festival of Canada is excited to announce its first pre-festival event for 2013.

The Medieval Musical Feast to be held Saturday promises an evening of food, fun, entertainment and surprises.

Dr. Lesley de Souza, a research biologist at John G. Shedd Aquarium, writes from Guyana, where she studies the region?s rich aquatic wildlife, including the arapaima, one of the largest freshwater fishes in the world.

The candle flame flickered as a slight breeze moved through the benab, a thatched roof hut, causing Rudy Edward?s illuminated face to fade in and out of sight. We were gathered around a wooden table listening as he recounted stories of a time when ?there were no signs of turtles, birds flying overhead or arapaima rolling.?

A decade ago, the Rewa River was a very different place. Arapaima were illegally hunted and killed. A local delicacy prized for their boneless, meaty fillets, the fish were already endangered. Rudy, one of the top hunters and fishermen in the village, admitted that harvesting local wildlife was the main source of income for him and many families until a conservation workshop transformed him.

He attended the meetings not realizing they were for conservation and confesses that he did not even know what the word conservation meant. Never before had he realized that he was directly having an effect on natural resources. He imagined how it would be if his children never saw an arapaima or some of the other wildlife he harvested and was dismayed. After the workshop, he continued to participate in groups working with conservation and began taking the message back to his village.

?The challenges were great,? he told me. ?It was difficult to change their way of thinking and living, in regards to harvesting wildlife, especially as it was a main source of income for many families.? Slowly change became evident. Commercial harvesting was banned in the village and new generations were growing up with the message of the importance of preserving their natural resources.

Today the Rewa River drainage has the highest densities of arapaima populations in all of Guyana, making it the best site for my research.

My crew?s knowledge of arapaima and their behavior, originally gained from hunting animals, is now a vital part of the research that could protect these areas. I attribute the successes of the surgeries to their keen perception and swift action. They guide like hunters and know every contour of the river channel and the arapaima?s preferred habitat. They seem to have a nuanced understanding of the fish?s movement. Rudy even spoke of arapaima behavior in ways I had never seen documented in scientific literature.

Rewa villagers have told me that getting involved in research offers them an opportunity to be directly involved in conserving their resources. ?Additionally, Rewa villagers have established an Eco-Lodge where the flora, fauna and cultural heritage are the main attraction.? Here, the level of tourism is on a small scale.? But ecotourism in Rewa is still providing a direct benefit to the community by increasing awareness of its incredible biodiversity and generating a sustainable stream of revenue for its people.

Conservation is occurring at the local level, but in order to continue to protect arapaima the message must expand to the regional and national level. It is critical to have good science to inform governing officials about the proper management of natural resources. For now, good science involves swimming in murky waters wrestling fish as long as I am tall, amid the plethora of other incredible creatures that make Rewa among the wildest places on earth.

The flickering flame is finally extinguished as the candle has melted completely onto the table.? Silence envelopes the air as we acknowledge the end of the evening.? My eyes adjust to the darkness and I see a shimmer of the flowing river reflecting the stars above; a place so wild that stars illuminate a moonless night.

Scotland will hold an independence referendum on Sept. 18, 2014, its First Minister Alex Salmond said Thursday ? a vote that could see it split from the rest of Britain.

The announcement of the date was the latest step in the process toward possible independence for the nation?s 5 million citizens.

Voters will be asked a single question: "Should Scotland be an independent country?"


Scotland has a government, in Edinburgh, but remains under the ultimate authority of the United Kingdom. It elects lawmakers to both its own parliament, which handles most day-to-day matters, and the House of Commons in London, which controls defense, immigration and UK-wide taxation.

The SNP complains that the British Parliament, where members representing Scotland are a small minority because England has a much bigger population of 53 million, does not have the particular interests of the Scottish people at heart.

China growing strongly, risks manageable : OECD report

BEIJING (Reuters) - China's economy should expand by 8.5 percent in 2013 and more in 2014, with inflation and export demand the biggest near term risks to growth that should average 8 percent in this decade at current rates of investment and reform, the OECD said on Friday.

The Organisation for Economic Co-operation and Development (OECD) offered one of the most upbeat assessments of China's prospects of any of the major multilateral institutions in its new Economic Survey of China, which was unveiled in Beijing.

The 161-page survey, the first such report from the Paris-based OECD since 2010, was particularly optimistic about the outlook for investment spending in the world's No.2 economy.

It pointed to substantial deficits in rail and road capacity relative to other major economies at similar stages of development, as well as to sub-standard housing as offering scope for more profitable spending on infrastructure.

"The level of investment in the private sector is well-founded by the rates of return, and in infrastructure, we still think there are tremendous needs," Richard Herd, the head of the OECD's China desk, told a media conference.

"We're positive on investment in the sense that we see rates of return remaining quite high," he added.

Many private sector economists believe China's GDP growth by the end of this decade will be nearer 5 percent than the 10 percent average annual rate it has hit for the last 30 years.

China's official growth target for 2013 is 7.5 percent and 7 percent on average in the five-year plan that runs to 2015.

Growth slowed to a 13-year low of 7.8 percent in 2012, with weak demand in the European Union and the United States -- the two biggest export customers -- the main drag on growth.

"Recent OECD simulations suggest that China could maintain high, though gradually easing, growth during the current decade, averaging 8 percent in per capita terms," the report said, adding that the country was on course to become the world's largest economy by 2016, adjusted for price differences.

The OECD said soggy export demand was the biggest potential external risk to its 2013 growth forecast and a pick-up in inflation was the biggest domestic risk factor to maintaining a policy mix that has underpinned an economic recovery in China that took hold in the fourth quarter of 2012.

Herd said official economic data so far in the first quarter of 2013 supported the OECD's above-consensus growth call, with domestic consumption -- key to Beijing's economic rebalancing strategy to wean the economy off of exports and investment -- faring well with wages ticking higher and inflation subdued.

He played down the concerns about heavily-indebted local governments, saying that in the overall context of a central government with big cash reserves, large fiscal flexibility and the potential for Beijing to take direct ownership of troubled local government assets, China's financial system was strong enough to easily absorb potential trouble.

The report, which focused on the growth prospects and risks offered by China's renewed urbanization drive as well as relations between local and central governments and pollution, said that further economic reform was crucial to ensure growth was sustained longer term.

"To sustain vigorous and socially inclusive growth over the longer run, renewed reform momentum is required," it said, pointing to financial market liberalization and increased competition in the services sector as key areas of focus.

Kuwait lengthens sentence of man who "insulted" emir: lawyer

KUWAIT (Reuters) - A Kuwaiti court has increased the prison sentence of a grocer convicted of insulting Gulf Arab emirate's ruler on Twitter to the maximum five years, his lawyer said on Thursday.

A lower court had previously sentenced Bader al-Rashidi to two years in jail for publishing false news that could harm national security and plotting to overthrow Kuwait's rulers via his tweets, defense lawyer Jasser al-Jidei said.

"The appeals court stiffened the sentence to five years. This is the first time the court hands down the maximum sentence," Jidei told Reuters, adding that prosecutors had filed the appeal for a longer jail term.

Jidei, arguing that the tweets attributed to Rashidi had originated from a computer his client had bought second-hand, said he planned to appeal against the ruling in the court of cassation, Kuwait's highest appeals court.

Kuwait, a U.S. ally and oil producer, has been taking a firmer line on politically sensitive comments aired on the Internet. Twitter, seen as a freer tool of expression than the conventional media, is popular in the country of 3.7 million.

Last month, three former opposition lawmakers were sentenced to three years in jail for comments deemed offensive toward the emir, Sheikh Sabah al-Ahmad al-Sabah.

Human Rights Watch has said prosecutors have charged nearly 25 people with offending the ruler. Kuwait's information ministry has said it supports free speech but that authorities must enforce the law.

The United States and Amnesty International have also called on Kuwait to respect freedom of expression.

Kuwait allows more public dissent than other Gulf states and has avoided the kind of mass unrest seen in Arab uprisings that have unseated four autocratic leaders since 2011.
